I bought a 500 gallon propane tank. Do I need HAZMAT placards to transport it?

If the tank has not been cleaned and purged, it is considered a bulk tank in transportation and placards, shipping papers, etc. qould be required. If the tank has been cleaned and purged, the HAZMAT requirements do not apply.
