ND's Tarping Law is in ND Century Code 39-21-44.1: "No vehicle may be driven or moved on any highway unless it is so constructed or loaded as to prevent its contents from dropping, sifting, leaking, or otherwise escaping therefrom, except that sand may be dropped for the purpose of securing traction, or water or other substance may be sprinkled on a roadway in cleaning or maintaining the roadway". 

NOTE: Damage caused from a vehicle's tire kicking up a rock is not reportable.
